Is Sex between Minors OK? (Misc.)

The government is considering the possibility of exempting consensual sex between minors from the purview of criminal offences. This has been prompted by a government study which found that a number of those below 18 years experiment with sex or engage in sexual activity with people in the same age group.
The Offences Against Child Bill drafted by the Women and Child Development (WCD) Ministry enumerates sex with a child  defined as anyone below the age of 18  as a criminal offence. The report, ‘Study on Child Abuse in India’, says sex or sexual acts between young children may not always amount to abuse. The study says sexual abuse is highest among children in the age group of 15-18. Up to 38.5 per cent children said friends or classmates had fondled them or touched their body parts while 24 per cent said the same had been done to them by relatives. “Many children were also of the opinion that they may not have been in an abusive situation, giving credence (to the assumption) that it may have been consensual sexual activity,†the report says.
It is very hard to differentiate whether it is an abuse or not. Consider these three points.
- A study says sex or sexual acts between ‘young children’ may not always be abuse
- An official says a minor cannot be prosecuted if there is neither a victim nor a perpetrator
- Experts say it will be difficult to distinguish between abuse and consensual act. A minor could abuse a younger child in the name of exploring sexuality

This is going to be tough. It is very hard to figure out whether it is an abuse or the consensual sex. With consensual sex, teenagers get to explore the sexuality but as long as they don’t experiment with kids because minors cannot be prosecuted. It would be interesting to see what kind of decision WCD ministry takes.

Most importantly, cultural values will come into picture. Even if the bill is revisited, it may not be aprecaited by lot of people especially among parents as it might hurt their cultural beliefs. This is just an opinion.

what ever be the case, sex between/with a minor should never be allowed. If proper care is not taken then there will be number of consequences.
Even in countries like USA where children get to know about sex from childhood itself, the abortion rate is very high among minors.
Then, in India where there is no proper education, where teachers shyly skip the reproduction chapter in Biology while at school, if sex in minors is not treated as an offense, then the consequences will be terrible both to the society and to the health of the girl.

First off, I dont think there should be any debate as to whether sex with a minor is punishable. Any sexual activity between an adult and a minor should be punished.
As far as sex between minors is concerned, I think only actual penetration should be punished unequivocally. Other than that as long as both (or all) the parties involved were consenting, I think the law should just stay out of it. It more often than not may just be two kids exploring their sexuality – a part of their learning process.

Imran hashmi and mallika should have a movie together again explaining about the minor sex and abuse then only people and the minors will understand these things. It is the adult who do these things to the minor girls, these mens should get the punishment.

First of all there are many points included in one discussion, thinking everything is same, which complicates a simple issue.
First point SEX; Sex is one of human needs, like thirst and hunger. As we cant eat (well not considered) decent, in a neighbors house, same is with the sex, its good if we have it with one person, why, because we are not lord krishna, to have many relationsships still be resistant to deseases like AIDS.
Secondly, minors: Age below 18 is considered very crucial and sensitive,to understand human relations and to develop a career. If children get distracted by sex which is not the priority at that age, instead its better to have a good foundation for bright future.
Secondly, cultural values, parents are often misunderstood that they guide children by their cultural beliefs, but parents are the only one who consciously or unconciously always wish the best for their children and guide them thru their experiences as they see their life being active in their chidren and they dont want them to do the same mistakes they did. Some times they might get over excited and over protective, where children think they just are old fashined people. Parents are humans, they have their emotions playing a role.
TO m eits best if the parents talk to their children about not only sex, but also, smoking and drinking which are also great addcition. Instead of diverting tommorrows strength and todays youth, i consider educatiing parents, how they have to talk and let their children, know to be careful with relatives, and recognise when they are mistreated. Also, instead, of restricting them, they should let them know, how unhealthy it is to do such intimate acts with many people. THe love they miss from the one person, will be sweet if they wait for the right time.

this is a touchy subject…. considering the fact that most kids in India lack the basic sexual education, it is dangerous for then to engage in sexual activities… we have seen how aids has ravaged Africa… we should learn from this and approach this issue with a great deal of thought…. by the government saying that it is OK for minors to have sex we are indirectly telling them that having sex is not a big deal and that there are no real consequences, a lot of issues will be overshadowed i.e. STD’s, teen pregnancies, etc. I don’t think that the bill should be passed yet…. if it has to be passed some major changes have to be made to the existing system…..

Hindus do these things they married and do sex with their brother in laws thats why their kids also do the wrong things. sex is common in hindus religion, for example the sadhus and pujaris who ask the women to sleep one night with him then she will get the hapiness of the kids, so she has to listen to the saint pujari. this way their generation do the sex .

this is right thing to impliment. Out all of us sexualy asualted by some way . I still remember those things in my life i was so confused and warried aswell i could not conserntet on my studies . i could not tell anybody.

no point to discuss on it ….Why the hell sexuality is point of discussion , when we have Culture that tells sex is only after marriage. Law should not give more importance to sex factor . There are many more things that it need to deal with.
Basically if your culture tells sex is not bad when we hav relationship with anyone irrespective of marriage, thats fine too.
I guess Indian culture is still hold in our society. If not Indian women would be Western rather than Indian

India has a high culture among all of other but in is not folling da rules of it people in young age should practice brahmacharya so they get da idea of their life fist of all people in india should become pure so they won’t think of sex or any rubbish things. And drugs should be avoid by the students every things starts by this drugs and tv channels,which started a new programmes called midnight masalas and crime programes which thinks it will help people to avoid bad things by watching but they dont know that people who watch them they learn more from and magazines and news papers should also avoid
images of womans which shows they naked body or in bikini. It all started by da year after the 1960 people started becoming influenced by western culture and now i can’t find my india culture anywere every village,town or city started to wear pants and shirts not sarees.
